Other Taxes
There is a 4% transient occupancy tax.

There is a prepared food and beverage tax of 4%.

Machinery and tool tax is $3.50 per $100 of the assessed value.

After you are in the system, forms will be sent to you annually by the Commissioner of the Revenue and payment will be remitted to that office.

Zoning, wetlands, building, land disturbing, electrical, plumbing, and mechanical permits can be obtained through the Codes Compliance Department. A site plan needs to be filed for non-residential, new construction of additions - $1000 or more.

An appointment with a planner is recommended, especially for rezoning and subdivisions.

Business-Related Signs
The requirements for a business to erect a sign are zoning and building permits and possibly VDOT approval. To obtain the sign permits, you will need to fill out applications for the required permits, have plans and drawing rendering size, detail, footing construction and mounting.

Permit Review Processes
The review processes for different permits take different amounts of time.

  • Rezoning - 60-160 days.
  • Subdivision, family transfer, boundary line adjustments, minor subdivisions and vacations - 1 to 2 weeks.
  • Major subdivisions - 3+ months.

Permits are required for all construction except storage sheds less than 150 square feet.

To restore electricity and gas to a vacant business, a courtesy inspection through Building Inspection and possibly a permit if there is a change of use may be required. There is a permit required for reconnection of any utility that has been disconnected for over a year.

The reconnection permit only takes a few minutes and can be applied for by an owner, tenant, or contractor. Owner's name, location, property information and details of the job performed are required to apply for the permit. Site plan approval is required once proper zoning is in place, if a business wants to make an addition to an existing building or build a new building.

Home-Based Businesses
To have a home-based business in Gloucester County, you will need zoning approval (application), as well as, no customer traffic, signs, employees, nor heavy equipment or materials. You are required to have a Commissioner of the Revenue business license and a zoning permit. To get a zoning permit, you will have to go through Codes Compliance or the Board of Zoning Appeals.
